1. The answer

Deployable NVIDIA GB300 NVL72 racks today, before any investment
0 racks (E0)
Limited by: platform needs 205 [174–236] A (E0) per rack; installed tap-offs rated 63 A (E5)

The binding constraint as found is rack feed / tap-off rating (electrical). platform needs 205 [174–236] A (E0) per rack; installed tap-offs rated 63 A (E5).

Deployable racks after the full headroom ladder
62 racks (E0)
Limited by: Firm supply (grid import + behind-the-meter) becomes binding
IT load unlocked
8,370 [8,180–8,800] kW (E0)
Limited by: at the recommended architecture
Time to full capacity
160 [80–210] weeks (E0)
Limited by: set by transformer capacity; reliefs assumed to run in parallel; the range is that item's own lead-time range
Indicative capex to reach it
18,800,000 [9,420,000–37,700,000] EUR (E0)
Limited by: Class 5 (order of magnitude): -50% / +100% · LOWER BOUND, not an estimate: a cost it needs has no price
These economics are not decision-grade. The capex total is a LOWER BOUND: no price exists for CDU commissioning and flushing (7 x unit, needed in 5 places); CDU hydraulic integration and controls (7 x unit, needed in 5 places). 8 of 8 priced lines are library placeholders, not prices. The grid electricity price is a placeholder (140 EUR/MWh), not the site's tariff. Installed behind-the-meter generation has no usable operating cost: BESS-2MW-8MWh: annual_run_hours not declared; BESS-2MW-8MWh: no energy cost basis (declare opex_eur_per_MWh, or fuel_price_eur_per_MWh with electrical_efficiency); BESS-2MW-8MWh: variable_om_eur_per_MWh not declared (0 if the fuel route already includes it); BESS-2MW-8MWh: fixed_om_eur_per_kW_year not declared (0 if carried elsewhere). The energy cost prices all energy at the grid tariff. Section 9 lists every component and what it rests on.
Recommended architecture: Full DLC plus behind-the-meter supply. The same hall with on-site firm supply where the grid connection binds. The only scenario whose capacity is set by what can be built rather than by the queue.

Selection objective: Maximum deployable compute. On an AI site the revenue attached to a rack dominates the capital cost of enabling it, so capacity is ranked first and capex is the tie-break. Section 9 shows every architecture against all three objectives so the ranking can be overruled with the evidence in view.

Dominant sensitivity: contracted power 20% lower takes the answer from 62 to 48 racks (section 10).
As found, this hall cannot host a single rack of the target platform. The value of this study is the ordered, costed list of what has to change — and the option to stop, which is a legitimate outcome.

2. Headroom ladder

Each row is the constraint that binds at that point, what it costs to move it, and how long that takes. Reliefs are assumed to run in parallel, so the schedule is governed by the longest lead time rather than the sum.

Headroom ladder for the recommended architecture. A step's price follows what it adds (units, MVA, kW, racks) where the library is priced per unit; a fixed lump is marked as not scaled. A component with no price is named, never counted as zero.

Steps marked NOT TAKEN are shown because they are the next thing that binds, not because they are recommended. Their cost is excluded from the totals below.

Rungs 1, 2, 4, 18 are charged but add no racks on their own. Each relieves one of several constraints that limit the hall to the same figure at that point; without it a later rung cannot deliver its gain. They are kept, and costed, because dropping any one of them lowers the final answer — that is checked, not assumed. The EUR-per-kW column is left blank for them for the same reason: no racks are unlocked at that step.

3. Time to power

Capacity without a date is not a decision. Each relief on the ladder carries a lead time; reliefs are assumed to run in parallel, so the racks unlocked by the first N steps become available at the longest lead time among those N. One item sets the date, and it is almost never the construction work.

No new or increased connection capacity is available from the DSO in this metro before the 2030s. The existing firm capacity is therefore the asset, and the whole question is how much compute can be produced from it.

8. Power and thermal interaction

Power and thermal are not independent budgets. Every kilowatt the cooling architecture consumes is a kilowatt of grid capacity that cannot be sold as compute, so the choice of cooling architecture directly changes the electrical envelope. The table shows the same hall under each architecture.

Cost basis: Class 5 (order of magnitude): -50% / +100%. Excludes IT hardware, migration and lost tenancy revenue. A total marked with ≥ is a lower bound: a cost it needs has no price. A dash means no rack can be deployed in that architecture and no relief exists, so the figure is undefined rather than zero.

Annual energy cost (recurring)9,240,000 [5,570,000–16,300,000] EUR (E0)all energy at the grid price

Operating cost is stated separately from capital. It covers energy and, where on-site generation is installed, that generation's declared operating cost; it excludes the non-energy operating cost of the cooling plant.

Behind-the-meter generation is installed on this path but its operating cost cannot be computed: BESS-2MW-8MWh: annual_run_hours not declared; BESS-2MW-8MWh: no energy cost basis (declare opex_eur_per_MWh, or fuel_price_eur_per_MWh with electrical_efficiency); BESS-2MW-8MWh: variable_om_eur_per_MWh not declared (0 if the fuel route already includes it); BESS-2MW-8MWh: fixed_om_eur_per_kW_year not declared (0 if carried elsewhere). The annual energy cost above therefore prices ALL energy at the grid price, which the hall would not pay. Supply these inputs to replace that figure.

Limited by: capex at year 0 plus the annual energy cost for 10 years, undiscounted, flat prices, no escalation; excludes IT hardware, migration, lost tenancy revenue, non-energy operating cost of the cooling plant, and decommissioning
Cost basisLines
library placeholder (not a price)8 lines

What each price in this study rests on. The accuracy class above follows the weakest line, not the average.

8 of 8 priced lines are library placeholders rather than quotations, which is why this estimate is stated at the accuracy class above. Each quotation obtained replaces a placeholder and tightens the whole estimate; the constraint that binds is worth quoting first.
Public retrofit cost benchmarks currently span roughly 2 to 12 MEUR per MW — a four- to sixfold spread. No figure in this section should be treated as a market benchmark; they are screening estimates pending site-specific quotations.

10. Sensitivity

One-at-a-time sensitivity on the recommended architecture, evaluated against the relieved case rather than the hall as found. Inputs are ranked by how far each moves the answer; the ones at the top are the ones worth paying to measure.

Input variedRacksChange vs base case
Contracted power 20% lower48 racks (E0)-14 racks (E0)

11. Risk register

RiskDescriptionLead time exposure
Achievable facility water temperatureAdiabatic assist reintroduces water consumption; check permits and WUE targets.32 [20–48] weeks (E0)
Transformer capacityLead time, not construction, is usually the schedule driver. Applies to 2 rungs of the ladder.160 [80–210] weeks (E0)
Busway ampacityRequires hall outage or phased de-tenanting. Applies to 5 rungs of the ladder.36 [24–52] weeks (E0)
Firm supply (grid import + behind-the-meter)No combustion consent required; grid-code compliance and fire separation govern the programme.30 [19.5–40.5] weeks (E0)
Firm supply (grid import + behind-the-meter)Emissions consent and fuel supply are the schedule risk, not the equipment.44 [28.6–59.4] weeks (E0)
Firm supply (grid import + behind-the-meter)In most target metros this relief does not exist inside the decision horizon. Behind-the-meter supply is the only lever that moves this constraint.260 [150–520] weeks (E0)
Evidence baseThe dominant inputs in this study are assumed rather than measured. Twelve months of hall trend data would move the headline from an estimate to a reconciled figure.—
StructuralFloor loading is screened, not assessed. A structural engineer must sign off before any deployment.—
HydraulicsPressure drop and pipe sizing are not modelled at screening level; a hydraulic model is required before design.—
TenancyReleasing positions is a commercial and contractual exercise with revenue at risk, not an engineering one.—

12. Recommendation and decision gates

Proceed with Full DLC plus behind-the-meter supply. The same hall with on-site firm supply where the grid connection binds. The only scenario whose capacity is set by what can be built rather than by the queue. On the modelled inputs this unlocks 62 racks of NVIDIA GB300 NVL72 against 0 as found.

13. Scope, basis and limitations

This study is an engineering opinion supported by a documented model. It is not a design package and confers no design liability. The following are outside scope:

Every quantity in this report carries an evidence class; Appendix A lists the assumptions and sources relied upon and the provenance digest of each headline quantity. No number here is a measurement of a physical asset unless it is labelled E5 or above — and E5 means supplied by the client (a declared rating, contract term or design value, or the client's own data as given), not measured or surveyed by us.

EVIDENCE DISCLOSURE: this is a screening study built on library defaults and assumed inputs. electrical capacity is E0 where an issued deliverable requires E3; cooling performance is E0 where an issued deliverable requires E2; capex is E0 where an issued deliverable requires E1. These conclusions are not sufficient to support procurement, construction or an investment committee decision on their own; they are sufficient to decide whether to spend money finding out. The inputs listed in Appendix A.1 are what must be measured to lift them.

14. Model accuracy against instrumented sites

Two different things get called accuracy. The ranges shown throughout this report are input uncertainty propagated through the model — they say how much the answer moves when an input is uncertain. This section is the other one: how far this engine's outputs have been reconciled against data from instrumented sites, which is the only thing that can tell you whether the model itself is right.

Model accuracy against instrumented sites has not been established: 0 reconciled observations across 0 sites, covering 0 of 5 model outputs. Every figure in this report is modelled. The uncertainty ranges shown come from input uncertainty propagated through the model, not from the difference between this engine's predictions and site data — no such difference has been recorded yet.
Model outputStateObservationsSitesMedian biasLast observation
Racks permitted by rack feed tapoffuncalibrated00——
Racks of the target platform actually deployeduncalibrated00——
Deployable IT load in the halluncalibrated00——
Weeks from go-ahead to full capacityuncalibrated00——
Delivered capex for the worksuncalibrated00——

Bias is the median of observed / predicted, so a positive figure means the model has run conservative. An output with no observations is reported as uncalibrated rather than omitted.

Reconciliation is how a figure in this report moves from estimated to field-validated. It requires site data we do not have and cannot generate: interval metering at the relevant point, a BMS trend, or a commissioning record. Where this study recommends instrumentation, that is what it is for — the client gets a better answer next time, and the model gets an observation it can be held to.

Appendix A — Assumptions, provenance and validation status

Every number in this report carries an evidence class. The class of a computed number is never higher than the weakest of its inputs, so a model applied to measured data yields a modelled number and never a measurement.

ClassMeaning
E0assumed
E1modelled
E2simulated
E3estimated
E4validated against test data
E5supplied by the client (not measured or surveyed by us)
E6field-validated
E7observed in operation

E5 means supplied by the client — a declared rating, contract term or design value, or the client's own data as given. It is not a measurement we made, and it has not been verified by a site survey.
